If you want to find the new wandering merchant Minerva in Fallout 76, you will need to search for her during two events, Minerva’s Emporium and Minerva’s Big Sale, in one of the following locations.

Minerva will rotate between these locations, and which location she will be in will depend on the server you join. So if you can’t find her in one, chances are she will be in one of the other two places on the map.
She will also appear during two events, Minerva’s Emporium that will run during the week from Monday to Wednesday, and Minerva’s Big Sale that will run from Thursday to Monday.
During both events, Minerva will have new items, and these items will cycle and rotate. She will also sell rare item plans that were previously only available from certain gold bullion vendors for discounted prices of gold bullion.
As a side note, if you don’t have any gold bullion on hand, you can get it from the following activities in the game.

That being said, you might also want to catch Minerva during Minerva’s Big Sale event to get the most out of your gold. The reason why is that she will have a 25 percent discount on all of the items in her inventory.
